Please check the clocking on the switch plate/gear housing cover. Make sure that the timing nib is in the correct position. This motor looks like it could be incorrectly clocked and is not giving you "E" body travel.

variable and 3 speed will wire the same way. If you use a 3 speed/variable speed motor with a two speed switch you will get one speed only and no park and vice versa

E bodies are notorious for bad ground to the switch because of the dash being almost all plastic, but that wouldn't make the arms ...

Perhaps further information that might help.

Since the motor is for an E body I would assume the clocking/timing is good. I can't quite ascertain if the motor attempts to park and "binds" or if the position in the photo is it's final resting position after the park cycle is completed.
